From 20 to 24 July 2026, a representative of the Fire University participated in an Erasmus+ Mobility for Training (STT) at Ludovika University of Public Service (LUPS) in Budapest, hosted by the Faculty of Public Governance and International Studies.
The main objective of the mobility was to explore the internationalisation processes of public universities, with particular emphasis on institutions that combine the characteristics of a public university with those of an institution responsible for educating and training public service personnel. The visit also focused on legal and organisational solutions supporting the development of international cooperation in higher education.
During the mobility, a number of topics were discussed, including the legal foundations of inter-university cooperation, international agreements between public universities, student and staff mobility, and joint educational initiatives funded by the European Union.
An important part of the programme was the analysis of Blended Intensive Programmes (BIPs), which combine short-term physical mobility with online learning and enable universities from different countries to jointly deliver educational activities. The visit provided an opportunity to learn about LUPS's experience in organising BIPs in areas including public security, European Union law, cybersecurity and European security.
The mobility had a training and study-oriented character and included expert meetings, individual consultations, document analysis and the exchange of good practices implemented by the host university. The academic supervisor of the mobility at LUPS was Dr Zsuzsanna Peres from the Faculty of Public Governance and International Studies.
An important aspect of the visit was also gaining insight into the specific profile of Ludovika University of Public Service, which conducts educational and research activities in areas including public administration, international relations, security, law and the education of public service personnel.
The mobility provided an opportunity to exchange experiences related to the internationalisation of education, learn about solutions used by LUPS in the implementation of the Erasmus+ programme, and identify good practices concerning the organisation of Blended Intensive Programmes.
The visit also enabled the establishment of new academic contacts that may provide a basis for future joint research and educational initiatives.
