On April 8, 2025, the Fire University hosted two delegations from the Philippines – representatives of the Philippine Public Safety College (PPSC) and the Office of Civil Defense (OCD). The event was part of an official study visit to Poland focused on the exchange of experiences in public safety, crisis management, civil protection and defense, and the education of rescue services.
On the eve of the visit, April 7, the delegations were welcomed during a meeting at Collegium Civitas by the Rector of the university, Professor Stanisław Mocek; the Vice-Rector for Education and Student Affairs of the Fire University, Col. TOMASZ ZWĘGLIŃSKI, DSc Fire Eng., prof. Fire University and Ms. Joanna Dopierała-Konkołowicz, Deputy Director of the Asia and Pacific Department of the Ministry of Foreign Affairs. The event was honored by the presence of Her Excellency Leah M. Basinang-Ruiz, Ambassador of the Philippines to Poland, who, among other engagements, held a meeting with the Vice-Rector for Education and Student Affairs of the Fire University.
During the visit to the Fire University, the delegations were introduced to the structure and educational system for future officers of the State Fire Service, as well as the role of the Fire University in the civil protection and civil defense system. Participants had the opportunity to learn about the functioning of the National Firefighting and Rescue System and to explore modern technologies used in firefighting and rescue operations.
A key part of the program was a visit to Fire and Rescue Unit No. 6 in Warsaw, where guests had the chance to see specialized equipment used in chemical and environmental rescue operations. The delegation then traveled to the Fire University’s Field Training and Rescue Innovation Base in Nowy Dwór Mazowiecki, where they observed field training exercises of cadet firefighters.
The delegation from the Philippine Public Safety College was led by General Ferdinando G. Sevilla (Ret.), President of the PPSC. It included representatives from academic institutions, public administration, uniformed services, and the judiciary. The delegation from the Office of Civil Defense, representing key crisis management bodies in the Philippines, was headed by Mr. Asec. Cesar Idio.
The visit to the Fire University provided an excellent opportunity to present Polish solutions in the field of rescue services training and to exchange experiences in the area of public and civil safety.
