From August 22–27, 2025, the RAZOM Summer School took place at the Rescue Training Centre of the Fire University in Nowy Dwór Mazowiecki. This event was organized within the framework of the international RAZOM project – building coherent international foundations to cultivate resilience and cooperation in the Baltic Sea Region and in Ukraine, together.
The Fire University played the key role of host in the project, providing organizational and logistical facilities for the Summer School participants. The project was funded by the Swedish Institute and implemented by the Swedish Defence University, the Lviv State University of Life Safety, and the Council of the Baltic Sea States Secretariat, with the support of two external experts – from the Institute of Governance and Safety at Riga Technical University and from the Faculty of Economics, Communication and Management at the University of Liepaja.
The RAZOM Summer School constituted the second phase of the training program, which began with an online course – covering self-study and remote educational sessions. This project is a continuation of an earlier initiative implemented under the Erasmus+ NEEDS (Needs-based Education and Studies in Societal Security) program, which took into account various crisis scenarios in the Baltic Sea region. However, in the face of the changing geopolitical situation, new, real experiences and scenarios have emerged, which are particularly important today from the perspective of transnational knowledge exchange, mutual learning, and modern educational goals. The project utilizes and develops the existing NEEDS course, adapting it to real experiences and the needs of the civil protection sector.
Students of Internal Security – Elzhbieta Psheslavska and Stanisław Bolek – participated in the project, representing the Fire University among international students and young professionals.
One of the thematic panels was also attended by experts from the International Cooperation Department of the National Headquarters of the State Fire Service – the Deputy Director of the Office, Mr. Adrian Bucałowski, and Ms. Bożena Kruk.
It is worth emphasizing that since July 1, 2025, Poland has held the presidency of the Council of the Baltic Sea States, and the RAZOM Summer School, organized by the Fire University, was the first event implemented under this chairmanship carried out by the State Fire Service.
The RAZOM project is one of many international educational initiatives in which the Fire University actively participates. In addition, cadets, civilian students, staff, and lecturers of the university can participate in mobilities under the Erasmus+ program. These initiatives support professional development, the exchange of experiences, and the building of cooperation networks in the area of security, rescue, and civil protection.
